Who can get an Apna Ghar loan?
The Apna Ghar Program is for Pakistani citizens with a valid CNIC: you must not own a house or flat anywhere in Pakistan. Owning a plot is not a bar, because building on land you already own is one of the programme's purposes. Salaried employees, business owners, freelancers and people with informal income can all apply, and banks may use estimated-income models where salary slips do not exist.
The programme's published criteria admit "all Pakistanis holding valid CNIC (not owning any flat or house)", and banks take a written undertaking that the applicant does not own any house or residential property in Pakistan. An applicant who already owns a house or flat, or who has taken a subsidised housing loan under an earlier government scheme, does not qualify. The applicant must hold a valid CNIC, and each person can use the subsidy once.

What the loan costs each month
At the subsidised 5% markup, a Rs10 million loan over 20 years works out at roughly Rs66,000 a month during the subsidised years. Shorter tenures cost more per month but far less in total markup.
| Financing | 10 years | 15 years | 20 years |
|---|---|---|---|
| Rs1 million | ~Rs10,600 | ~Rs7,900 | ~Rs6,600 |
| Rs5 million | ~Rs53,000 | ~Rs39,500 | ~Rs33,000 |
| Rs10 million | ~Rs106,000 | ~Rs79,000 | ~Rs66,000 |
Monthly figures at 5% markup, rounded. After year 10 the rate moves to KIBOR + 3%, so the instalment changes. Work out your own figure on the Apna Ghar instalment calculator.

Which banks give Apna Ghar loans?
All commercial banks, Islamic banks, microfinance banks and the House Building Finance Company take part. Your application is routed to the bank you select, and that bank does its own credit assessment.
For the first 10 years from disbursement the borrower pays 5% a year and nothing more. Banks price the loan at one-year KIBOR plus 3%, and the federal government pays the difference as a markup subsidy for the first 10 years and carries 10% first-loss risk coverage on the outstanding portfolio, which is what persuades banks to lend to lower-income applicants.

Where the program stands now
As of 9 September 2026, the Apna Ghar Program had received 147,504 applications, of which 53,127 were approved with a value of Rs313.42 billion, while Rs45.43 billion had actually been disbursed to 8,739 applicants. The gap between approvals and disbursements reflects the time taken to verify property titles and complete bank paperwork.
Our read: approval is not the slow part. Roughly one in three applications is approved, but only about one in six approved applicants had money in hand by early September. Expect the property and documentation stage to take longer than the form itself, and keep title papers ready before you apply.

Common questions
Is the 5% rate fixed for the whole loan?
No. You pay 5% for the first 10 years from disbursement. From year 11 to maturity the rate becomes one-year KIBOR + 3%, which moves with the market.
Can I apply if I own a plot but no house?
Yes. The test is a house or flat: you must not own a house or flat anywhere in Pakistan. Building on a plot you already own is one of the allowed purposes. The undertaking banks ask you to sign refers to a house or residential property, so if your plot is your only holding, confirm your own case with the bank before applying.
Is there any fee to apply?
No. There is no processing fee and no penalty for paying the loan off early.
Can two family members apply together?
You can add a co-applicant, which banks often require to support repayment capacity. The subsidy itself is one per person.
