Banks Offering Apna Ghar Loans and How to Choose
All commercial banks, Islamic banks, microfinance banks and the House Building Finance Company (HBFC) participate in the Apna Ghar Program. The markup you pay is fixed at 5% for the first 10 years whichever bank you choose, so the real differences are processing speed, how the bank treats informal income, Islamic versus conventional structure, and branch reach in your city.
Participating institutions
| Type | Institutions commonly listed |
|---|---|
| Specialised housing | House Building Finance Company (HBFC) |
| Large commercial banks | National Bank of Pakistan, HBL, UBL, MCB, Allied Bank, Bank Alfalah, Askari Bank, Faysal Bank, Bank of Punjab |
| Islamic banks | Meezan Bank, BankIslami, Dubai Islamic Bank, and Islamic windows of conventional banks |
| Microfinance banks | Khushhali Microfinance Bank, Mobilink Microfinance Bank, U Microfinance Bank |
The scheme is open to all designated financial institutions, and the portal's own bank list is the authority. Confirm your bank still offers the product before you apply, because participation and appetite change.
Why the bank choice matters even at the same rate
Under the Apna Ghar Program the end-user markup is fixed at 5% for the first 10 years regardless of lender, because the government pays banks the difference between that rate and one-year KIBOR plus 3%. What differs between banks is credit assessment: how they treat non-salaried income, which cities and housing societies they will lend against, how quickly they process files, and whether the financing is conventional or Islamic.
| What to compare | Why it matters |
|---|---|
| Treatment of informal income | Microfinance banks and HBFC are usually more comfortable with non-documented income than large commercial banks |
| Approved areas and societies | Banks keep internal lists; a property in an unapproved society can be refused whatever your income |
| Islamic or conventional | Islamic banks structure it as diminishing musharakah rather than an interest loan |
| Processing speed | Commonly quoted at 30-45 working days, but varies by branch workload |
| Branch access | You will visit for documents, signatures and valuation coordination |
| Insurance requirements | Property and life cover add to the monthly outflow |
Which banks are worth applying to right now
Because the rate is fixed, the only thing a bank can really compete on is how fast it moves. What follows is what SchemesPK is hearing from applicants and branch staff in early October 2026, not an official ranking and not financial advice. Processing times change as workloads shift, so confirm the current position with the branch before you commit.
| Bank | What applicants report | Worth applying? |
|---|---|---|
| Standard Chartered | Approvals in a couple of weeks. It does not finance plot purchase with construction, which keeps its application pile small | Yes, if you are buying a ready house or flat |
| Bank of Punjab | A government-owned bank keeping pace with volume; approvals reported in under two months | Yes |
| Dubai Islamic Bank, BankIslami and smaller Islamic banks | Fewer applications than the best-known names, so files move faster | Yes, for Shariah-compliant financing |
| Meezan Bank | Heavy backlog. Applicants report waits of several months with little response; one case known to us has been waiting four months. Its reputation in Islamic banking draws far more applications than it is clearing | Not right now, unless you are willing to wait |
The Apna Ghar Program fixes the end-user markup at 5% for the first 10 years whichever bank you choose, so lenders compete on processing speed rather than price. In practice the fastest approvals are reported at banks with smaller application queues, while the best-known Islamic banks have accumulated backlogs that stretch decisions to several months.
Three rules of thumb when picking
-
Step 1
Popularity works against you. Every applicant choosing the same famous bank joins the same queue. A less obvious lender with the same 5% rate will usually decide sooner.
-
Step 2
Match the bank to your purpose. Some lenders will not finance a plot plus construction. If that is your plan, confirm it in the first phone call rather than after submitting.
-
Step 3 · Final step
Ask for the current turnaround, in writing if possible. Branch workloads differ even within one bank, so the question to ask is how long files submitted this month are taking.
How the bank gets your application
You select the bank inside the application at apnaghar.gov.pk, and the portal routes your file there. The bank then runs its own checks on income, credit bureau record, property title and valuation before issuing a sanction letter. Full sequence: how to apply online.
Questions to ask the branch before you commit
- Do you lend against property in this society or area?
- What income documents will you accept from someone in my situation?
- What is your current turnaround from application to sanction letter?
- Which insurance policies are compulsory, and what do they cost per month?
- How is the instalment recalculated after year 10?
- For construction cases, how many tranches will you release and against what progress?
Islamic versus conventional financing
Islamic banks offer the same 5% subsidised pricing through a Shariah-compliant structure, typically diminishing musharakah, where the bank and you co-own the property and your payments buy out its share while you pay rent on the portion still owned by the bank. The monthly outflow is comparable; the contract and documentation differ.
Why banks are willing to lend
The federal government supports Apna Ghar lending in two ways: it pays the markup subsidy that bridges 5% to the bank's pricing, and it carries 10% first-loss risk coverage on the outstanding portfolio. That risk sharing is what allows banks to approve lower-income applicants they would otherwise decline.
Common questions
Can I apply to more than one bank?
Treat it as one application to one bank. Multiple simultaneous files create duplicate credit checks and confusion; if refused, ask why, fix it, then approach another lender.
Is my existing bank account required?
Not necessarily, but having a salary or business account with the bank usually speeds assessment.
Which bank approves fastest?
No published ranking exists. Branch workload varies, so ask locally rather than relying on general claims.
