Apni Chhat Apna Ghar vs Apna Ghar Program
Apni Chhat Apna Ghar is a Punjab scheme giving up to Rs1.5 million interest-free to build on a plot you already own; the federal Apna Ghar Program lends up to Rs10 million at 5% for 10 years to buy or build a home anywhere in Pakistan. The Punjab scheme is cheaper but smaller and needs land; the federal one is larger, open nationwide, and costs markup.

What Rs1.5 million costs under each
Borrowing Rs1.5 million under Apni Chhat Apna Ghar costs Rs1.5 million to repay, because the Punjab scheme charges no markup. The same amount under the federal Apna Ghar Program at 5% over seven years would cost roughly Rs21,200 a month and about Rs281,000 in markup across the term. The federal scheme, however, lends up to Rs10 million and finances purchase as well as construction.
Which one fits your situation
| Your position | Better fit |
|---|---|
| You own a small plot in Punjab and earn little | Apni Chhat Apna Ghar |
| You own no land and want to buy a house or flat | Apna Ghar Program |
| You live outside Punjab | Apna Ghar Program |
| Your PMT score is above 60 | Apna Ghar Program |
| You need more than Rs1.5 million to finish the house | Apna Ghar Program, or Punjab first and savings after |
| You want the lowest possible cost and qualify for both | Apni Chhat Apna Ghar |
Can you use both?
Neither programme publishes a rule naming the other, but both are first-home schemes: the federal programme requires you not to own a house and not to have taken a subsidised government housing loan before, and the Punjab scheme requires you not to own a built house. In practice, completing a house under the Punjab scheme makes you a home owner and therefore ineligible for the federal one. Treat them as alternatives, and ask the bank before assuming otherwise.
Different kinds of risk
- Punjab: your money risk is low, since there is no markup, but selection runs through balloting and the poverty score, so eligibility is uncertain.
- Federal: selection is a bank credit decision rather than a ballot, but the rate resets after year 10 to KIBOR + 3%, which can raise the instalment sharply.
- Both: disbursement for construction comes in tranches tied to verified progress, so neither gives you the full amount up front.
Common questions
Is the Punjab scheme only for Punjab residents?
Yes, and the plot must be in Punjab.
Which approves faster?
No published comparison. The federal route depends on your bank, with approvals reported in weeks to a couple of months; the Punjab route depends on verification and balloting rounds.
Does either charge an application fee?
No. Both are free to apply for.
