Who benefits most: light users versus heavy users

The PM Fuel Relief Scheme's fixed monthly benefit helps light users far more than heavy users in percentage terms. A motorcycle commuter using about 20 litres a month gets roughly a quarter of the petrol bill covered, while a rickshaw driver using well over 100 litres a month receives the same Rs2,000 maximum, which covers only a small fraction of their fuel cost.

The first three rows are milestones, and the change shown is the one announced on that day rather than the difference from the row above. From 29 September the list is continuous and every change is the difference from the previous row. Petrol had risen to Rs391.30 at an undated point between 16 and 29 September, which is where the two parts meet. From 9 October the government moved to single-day and two- to three-day pricing windows instead of fortnightly notifications, so each rate below carries the date it took effect. How much tax is still in a litre of petrol?

The government continues to collect about Rs114 per litre in taxes and duties on petrol, including a petroleum levy of Rs80 and a carbon levy of Rs5 per litre, according to Dawn and the Express Tribune. In other words, the Rs100 subsidy returns less than the tax collected on each subsidised litre.
