PM Fuel Relief Scheme: Rs100 Petrol Subsidy 2026
The Prime Minister's Fuel Relief Scheme gives Rs100 off every litre of petrol to owners of motorcycles, rickshaws, Qingqis and cars up to 800cc. Bikes and rickshaws get a Rs500 token once a week, with no litre limit on what you buy; cars up to 800cc get Rs100 off each of 30 litres a month. You register once by sending an SMS starting with REG to 9771, then send TOK before each fill-up to get a token. The subsidy runs nationwide from midnight 16-17 September 2026.
PM Fuel Relief Scheme at a glance

Who is eligible for the PM Fuel Relief Scheme?
The PM Fuel Relief Scheme covers petrol-driven motorcycles, rickshaws, Qingqis and cars with engines up to 800cc, as long as the vehicle is registered with a provincial or regional excise department and is within the age limit. Ownership rules differ between two- and three-wheelers and cars.
| Rule | Motorcycle · Rickshaw · Qingqi | Car up to 800cc |
|---|---|---|
| Monthly benefit | Rs2,000 | Rs3,000 (30 litres) |
| Each token | Rs500 off, any quantity | Rs100 off each of 10 litres |
| Vehicle age rule | Registered on or after 1 Jan 2006 | Registered on or after 1 Jan 2006 (20 years) |
| Must be in your name? | No; open transfer letter vehicles allowed | Yes; registered owner only |
| Examples | 70cc/125cc bikes, auto-rickshaws, Qingqi loaders | Suzuki Mehran, Alto (800cc), Bolan |
Motorcycles, rickshaws and Qingqi rickshaws registered on or after 1 January 2006 qualify for the PM Fuel Relief Scheme, after the government relaxed the age rule on 19 September 2026 in response to public requests. Cars up to 800cc follow the same 2006 cut-off. The registration date sent in the 9771 SMS is checked against excise records.
A motorcycle bought on an open transfer letter still qualifies for the PM Fuel Relief Scheme, because the government delinked ownership for two- and three-wheelers after IT Minister Shaza Fatima Khawaja noted that many second-hand bikes remain registered to their previous owner. Cars up to 800cc do not get this exception and must be registered in the applicant's name.
Not covered: cars above 800cc, diesel vehicles, buses, trucks, tractors and unregistered vehicles. Reports indicate one CNIC can register only one vehicle, and one vehicle can be linked to only one CNIC.
Full rules and edge cases: who qualifies for the Rs100 petrol subsidy.
How to register for the fuel subsidy through 9771
You register for the PM Fuel Relief Scheme by sending one SMS in the REG format to 9771 from a SIM that is registered on your own CNIC. Registration is one-time.
-
Step 1
Collect four details: your 13-digit CNIC (no dashes), your vehicle's plate number (no spaces or dashes), the province code, and the vehicle's registration date as DDMMYYYY. Don't have the registration book? Get your registration details online.
-
Step 2
Type the message with single spaces between each part:
REG 3520212345678 LEA1234 P 15032019
Example only; 3520212345678 is a dummy CNIC. -
Step 3
Send it to 9771 from a SIM registered in your name. A SIM in a relative's name will fail the CNIC-SIM check.
-
Step 4 · Final step
Wait for the confirmation SMS before requesting a token.
| Where the vehicle is registered | Code |
|---|---|
| Punjab | P |
| Sindh | S |
| Khyber Pakhtunkhwa | K |
| Balochistan | B |
| Islamabad Capital Territory | I |
| Azad Jammu & Kashmir | A |
| Gilgit-Baltistan | G |
Registration for the PM Fuel Relief Scheme is checked four ways before approval: the CNIC must match the SIM owner in telecom records, the plate number and province code must match provincial excise records, the vehicle registration date must match, and the full entry is cross-checked against government databases. A mismatch in any one of these rejects the SMS.

How to get a TOK fuel token and use it at the pump
After registration, you get subsidised petrol by sending TOK to 9771 before each fill-up and showing the token you receive to the petrol pump attendant.
- Send
TOKto 9771 shortly before you reach the pump. - Show the token SMS to the attendant. The discount is applied at the pump.
- A bike or rickshaw token takes Rs500 off whatever you buy; a car token covers 10 litres at Rs100 off.
- Two- and three-wheelers get one token a week, worth Rs500, so four a month. Cars up to 800cc get 10 litres every 10 days, so three a month.
- Where a station has no internet, tokens can be redeemed by SMS, approved on 19 September 2026.
- Unused quota is reported not to carry over to the next month.
Since 25 September 2026 a TOK token for a motorcycle, rickshaw or Qingqi is worth Rs500 and carries no litre limit, replacing the earlier five-litre cap, and is issued once a week. Tokens for cars up to 800cc still cover 10 litres for cars up to 800cc, worth Rs1,000. The State Bank of Pakistan settles the subsidy with petrol stations within 24 hours, so pumps are reimbursed for the discount they give.
Token rules and pump problems: how the TOK fuel token works.
How much does the fuel subsidy save you?
At the petrol price notified for 31 October - 2 November 2026 of Rs377.91 per litre, the PM Fuel Relief Scheme brings subsidised petrol down to Rs277.91 per litre, a 26.5% cut on the quota litres.
| Vehicle | Quota | Normal cost | With subsidy | You save |
|---|---|---|---|---|
| Bike / rickshaw | Four Rs500 tokens | Rs7,558.20 for 20 L | Rs5,558.20 | Rs2,000 |
| Car ≤800cc | 30 L | Rs11,337.30 | Rs8,337.30 | Rs3,000 |
Calculated by schemespk.com from the notified price of Rs377.91/litre (31 October - 2 November 2026). Petrol prices now change frequently, so the rupee cost moves; the Rs100 saving per litre does not. Work out your own figure with the today's subsidised petrol price calculator.
The Rs100-per-litre fuel subsidy is smaller than the tax on petrol itself: the government still collects about Rs114 per litre in taxes and duties on petrol. For a 70cc motorcycle owner using the full 20-litre quota, the PM Fuel Relief Scheme is worth Rs2,000 a month, roughly one quarter of that month's petrol bill.
Our read: the flat monthly cap favours light users. A 70cc bike commuting about 30 km a day burns roughly 18-20 litres a month, so Rs2,000 covers most of the discount it could use. A rickshaw or Qingqi driver covering 100 km or more a day can burn well over 100 litres, yet gets the same Rs2,000, so for them the scheme trims perhaps 5% of the fuel bill. (Mileage figures are schemespk.com estimates, not official data.)
Which petrol pumps give the subsidy?
Every fuel station that is open and operating is being brought onto the PM Fuel Relief Scheme system, on the orders of Deputy Prime Minister Ishaq Dar on 19 September 2026, while stations that are permanently closed or sell only diesel are removed from the list. Where a station has no internet connection, tokens can now be redeemed by SMS.
- Show your token at the counter and ask before filling; staff can confirm whether the station is on the system.
- Several district administrations publish lists of participating pumps by tehsil on their official gov.pk district websites.
- Diesel-only pumps are outside the scheme.
- Pump operators have their own control room on 9772 if their system fails.
Why your 9771 registration fails, and how to fix it
Most failed PM Fuel Relief Scheme registrations come from a SIM-CNIC mismatch or a formatting error in the REG message.

Is there an online application? Avoid fake registration sites
There is no online form, app or fee for the PM Fuel Relief Scheme: registration works only by SMS to 9771. Government announcements name no official scheme website, so any site presenting itself as the official portal, including the several look-alike domains now online, is not a government channel. The government has said it will never ask citizens for payment.
