No Registration Book? Get Vehicle Details Online

You do not need the physical registration book to register for the PM Fuel Relief Scheme. You need two details from it: the plate number and the registration date. In Punjab you can download an e-registration card from the Excise department's service at vrcentpunjab.com, or check details free on MTMIS Punjab. Sindh, KP and Islamabad have their own online vehicle verification services.

What the 9771 SMS actually needs from your registration record

The PM Fuel Relief Scheme registration message needs the vehicle's plate number and its registration date in DDMMYYYY form. Both are checked against provincial excise records, so they must match the record exactly, not the date you bought the bike.

DetailWhere it appears in the record
Plate / registration number"Registration No" on the card or online record
Registration date"Registration Date" or "Date of Registration"
Engine capacity (cars)"Engine Capacity"; confirms the 800cc limit

Punjab: download an e-registration card

The Excise, Taxation and Narcotics Control Department Punjab issues an E-Registration Card, an electronic copy of a vehicle's registration certificate that owners can download instead of waiting for the physical card, using the vehicle's registration number and chassis number. The department publishes the service at excise.punjab.gov.pk and the download at vrcentpunjab.com, so a Punjab-registered motorcycle owner without a registration book can still get the plate number and registration date needed for the PM Fuel Relief Scheme.

  1. Step 1

Open the Excise Punjab notice at excise.punjab.gov.pk/node/2870 and follow its "Download E-Registration Card" link. Note: the download itself runs on vrcentpunjab.com, which is not a .gov.pk address. We link it because the Excise Punjab website itself points there; start from the excise page above so you know you are following the department's own link.

  2. Step 2

Enter the details it asks for, currently the registration (plate) number and the vehicle's chassis number, then download the card.

  3. Step 3

Read the registration number and registration date from the card.

  4. Step 4 · Final step

Send your REG message to 9771 using those details.

Where to find the chassis number on a motorcycle

The chassis number, also called the frame number, is stamped into the metal of the frame itself, so it is still readable when the registration book is lost. On most motorcycles sold in Pakistan it is on the steering head, the thick tube below the handlebars, behind or just under the headlight. On some models it is stamped lower on the front frame tube, or on the frame under the seat or near the toolbox. Wipe off dust or grease and read it in good light; the numbers are small and worn digits are easy to misread.

  • The chassis number is on the frame. The engine number is stamped separately on the engine casing; the two are different.
  • If it is unreadable, the same number appears on the sale invoice, insurance papers, or any older photocopy of the registration book.
  • For cars, the chassis or VIN is usually on a plate at the base of the windscreen, on the driver-side door frame, or under the bonnet.

Just need to check details, not download a card? Punjab's free verification service, MTMIS, is at mtmis.excise.punjab.gov.pk, and it needs only the registration number, not the chassis number. It shows the owner name, registration date, engine capacity and tax status.

If the online record does not show your vehicle

  • Wrong province: each portal covers only vehicles registered in that province. A bike registered in Multan will not appear in the Sindh system.
  • Plate typed incorrectly: try the number without spaces or dashes, and check the letter series against the plate itself.
  • Very old or recently registered vehicle: records can lag. Visit the excise office with whatever document you have.
  • Record still in the seller's name: for motorcycles and rickshaws this is fine, because ownership was delinked for two- and three-wheelers. See bikes and rickshaws on an open transfer letter.

Getting a duplicate registration book

An online record or e-card is enough to register for the fuel subsidy, but it does not replace the registration book for selling or transferring a vehicle. For a duplicate card, apply at the excise and taxation office of the district where the vehicle is registered; Punjab lists the procedure and fees on its vehicle registration page. Expect to provide your CNIC and, in many cases, a police report if the book was lost.

What not to do

No website charges a fee to register for the PM Fuel Relief Scheme, and no official channel asks for an OTP or payment to release your vehicle registration details. Vehicle records are available free from provincial excise portals, and the fuel subsidy registration itself is a free SMS to 9771.

More on this: fake petrol subsidy websites to avoid.

Common questions

Is the e-registration card accepted for the subsidy?

The 9771 system checks the details you type against excise records. Any accurate source of your plate number and registration date works, including the e-card.

Do I need the registration book at the petrol pump?

No. At the pump you show the TOK token SMS. See how the TOK fuel token works.

The record shows the previous owner's name. Will registration fail?

For a motorcycle, rickshaw or Qingqi, no. For a car up to 800cc, yes: the car must be in your name.
