Apna Ghar vs Mera Pakistan Mera Ghar Compared
Apna Ghar replaces the tiered Mera Pakistan Mera Ghar (MPMG) scheme with one simple offer: a flat 5% markup for 10 years on up to Rs10 million, over 20 years, for houses up to 10 marla or flats up to 1,500 sq ft. MPMG, launched in 2020, used tiers of 3%, 5% and 7% tied to property size and lender type. Both are first-home-only and both run through banks.

What actually changed for a borrower
The practical difference between Apna Ghar and Mera Pakistan Mera Ghar is simplicity and risk. Apna Ghar sets one end-user rate of 5% for a full 10 years rather than tiers that stepped up after 5 years, applies a single property limit instead of tier-specific limits, and adds a 10% first-loss government guarantee that encourages banks to approve lower-income applicants.
- Longer cheap period. MPMG's lowest rates lasted five years before stepping up; Apna Ghar holds 5% for ten.
- Fewer tiers to decode. No working out whether you fall in Tier 0, 2 or 3.
- Bigger flats, smaller houses. Apna Ghar allows 1,500 sq ft flats where MPMG Tier 2 stopped at 1,250, but Tier 3 allowed 2,000 sq ft flats.
- One front door. A single application portal rather than bank-by-bank paperwork.
Which was cheaper?
For the smallest homes, MPMG's Tier 0 and NAPHDA pricing could start lower, at 3% on NAPHDA projects. For everyone else, Apna Ghar's flat 5% for a decade is usually better than 5% for five years followed by 7%. On Rs5 million over 20 years, the gap between a 5% and a 7% schedule is roughly Rs5,800 a month.

Can you switch or hold both?
- One subsidy per person. Both schemes limit the benefit to one subsidised housing loan per individual, so an MPMG borrower is generally not eligible for Apna Ghar.
- First-home rule. If you bought a home under MPMG, you are no longer a first-time buyer.
- Refinancing across schemes is not an advertised feature. Ask your bank rather than assuming.
What Apna Ghar has delivered so far
By 9 September 2026, the Apna Ghar Program had drawn 147,504 applications, approved 53,127 of them worth Rs313.42 billion, and disbursed Rs45.43 billion to 8,739 applicants, against a first-year target of 50,000 homes and Rs321 billion in financing. A property survey ordered by the Prime Minister aims to speed up the title verification that slows disbursement.
Common questions
Is MPMG closed?
Apna Ghar is the government's flagship housing subsidy now. Existing MPMG loans continue on their original terms; ask your bank what it is still accepting.
I was rejected under MPMG. Can I apply for Apna Ghar?
Yes, if you never received a subsidised loan and still meet the first-home rule. See eligibility.
Which is better for a 5 marla house?
Apna Ghar, in most cases, because the 5% rate runs twice as long.
