Verifying an Overseas Job Offer for Parwaaz Card

A Parwaaz Card application stands or falls on the job offer: it must come from a real overseas employer through a licensed overseas employment promoter, and it must be the kind of offer the Protectorate of Emigrants will register. Check the promoter's licence, insist on a written offer with employer details and salary, and never pay anyone to "arrange" an offer.

What a genuine offer looks like

  • Named employer with an address and contact details in the destination country
  • Job title, salary, working hours, contract length and accommodation terms in writing
  • Issued or channelled through a promoter holding a current licence from the Bureau of Emigration and Overseas Employment
  • Consistent with the demand letter and visa the employer is applying for
  • Able to pass through the Protectorate of Emigrants process before departure

A verified overseas job offer from an authorised employer is the condition that decides a Parwaaz Card application, because the scheme pays the cost of taking a job that already exists. Offers routed through licensed overseas employment promoters, which are registered on the scheme's own portal, are the ones the process is built around.

Check the promoter before you check anything else

  1. Step 1

Ask for the promoter's licence number and the name on the licence.

  2. Step 2

Verify it against the Bureau of Emigration and Overseas Employment's list of licensed promoters.

  3. Step 3

Check that the office address matches the licence, not just a signboard.

  4. Step 4

Confirm the promoter is registered on the Parwaaz portal if they are handling your application.

  5. Step 5 · Final step

Get every payment receipted, on the promoter's letterhead, with the licence number printed.

The Protectorate of Emigrants step

Pakistani workers leaving for employment abroad are required to register with the Protectorate of Emigrants, which checks the employment documents before departure. That registration fee is one of the costs the Parwaaz Card is meant to cover, and the requirement is also your protection: an offer that cannot clear the Protectorate is an offer that cannot survive scrutiny.

Documents to assemble once the offer is real

  • Signed job offer or employment contract
  • Passport with enough validity for the visa
  • Medical fitness certificate from an approved centre
  • Skill verification or trade test certificate where the job needs one
  • CNIC and recent photographs
  • Promoter's receipts for every amount paid

Our read

The scheme's design quietly pushes workers towards the legal route, which is its most useful feature. The money is only released against documented, verifiable costs, so an applicant who was about to hand cash to an unlicensed agent has a reason to use a licensed one instead. If an agent discourages you from applying through the portal, that is information about the agent.

Common questions

My relative abroad arranged the job. Does that count?

Only if the employer issues a proper offer and the paperwork can be processed through the legal channel.

Can I use the loan to pay a visa agent in Pakistan?

The loan covers the legal fees of a licensed promoter and official costs, not informal payments.

What if my offer is withdrawn after approval?

Tell the bank immediately. Taking money for a departure that is not happening turns into a debt with nothing behind it.
