PM Fuel Relief Scheme Eligibility: Who Qualifies

You are eligible for the PM Fuel Relief Scheme if you use a petrol motorcycle, rickshaw, Qingqi or car of up to 800cc that was registered on or after 1 January 2006 with a provincial or regional excise department. You must also have a CNIC and a SIM registered in your own name. Cars must be in your name; bikes and rickshaws on an open transfer letter qualify.

Eligibility checklist

Go through these five checks in order. If you answer "yes" to all five, your vehicle should qualify for the PM Fuel Relief Scheme.

  1. Step 1

Vehicle type: is it a motorcycle, auto-rickshaw, Qingqi, or a car with an engine of 800cc or less?

  2. Step 2

Fuel: does it run on petrol?

  3. Step 3

Registration: is it registered with an excise department in Punjab, Sindh, KP, Balochistan, Islamabad, AJK or Gilgit-Baltistan?

  4. Step 4

Age: was the vehicle registered on or after 1 January 2006? The government relaxed this rule for bikes, rickshaws and Qingqis on 19 September 2026.

  5. Step 5 · Final step

You: do you have a valid CNIC and a SIM registered on that CNIC, and (for cars only) is the car registered in your name?

The PM Fuel Relief Scheme accepts motorcycles, rickshaws, Qingqi rickshaws and cars up to 800cc registered on or after 1 January 2006. The original 15-year limit for two- and three-wheelers was relaxed on 19 September 2026 at public request, as confirmed by Information Minister Attaullah Tarar. The registration date sent in the 9771 SMS is matched against provincial excise records.

In practice, a vehicle first registered in 2006 or later qualifies; one registered in 2005 or earlier does not. If your vehicle is close to the cut-off, check the exact date on its registration book or an online excise record.

Which cars count as 800cc?

Cars with an engine capacity of 800cc or less qualify. Suzuki Mehran, Suzuki Alto (800cc) and Suzuki Bolan are the models most often named in reporting. Cars such as Suzuki Cultus, Wagon R, Toyota Vitz and Honda City are above 800cc and do not qualify. Full model list: list of 800cc cars that qualify.

Who is not eligible

  • Cars above 800cc, including 1000cc hatchbacks
  • Diesel vehicles, and vehicles running only on CNG or LPG
  • Buses, trucks, vans outside the 800cc limit, and tractors
  • Unregistered vehicles, and vehicles with applied-for registration only
  • Any vehicle registered before 1 January 2006
  • Applicants without a SIM registered on their own CNIC

Ownership: open transfer letters and second-hand vehicles

Motorcycles, rickshaws and Qingqis bought on an open transfer letter qualify for the PM Fuel Relief Scheme even though they are still registered to a previous owner, because the government delinked vehicle ownership for two- and three-wheelers. IT Minister Shaza Fatima Khawaja said this was done because many second-hand bikes in Pakistan are never formally transferred.

This exception does not apply to cars. To register a second-hand 800cc car, transfer it into your name at the excise office first. More: bikes and rickshaws on an open transfer letter.

One CNIC, one vehicle

Reports indicate that one CNIC can register only one vehicle, and one vehicle can be linked to only one CNIC. A family with two motorcycles would therefore register each bike under a different adult member's CNIC, each using a SIM in that member's own name.

Where the scheme applies

The PM Fuel Relief Scheme started in Islamabad at midnight on 14-15 September 2026 and extends nationwide, including Azad Jammu & Kashmir and Gilgit-Baltistan, from midnight 16-17 September 2026.
