Parwaaz Card Eligibility: Who Qualifies in 2026
You qualify for the Parwaaz Card if you are 18 or older, hold a valid CNIC showing Punjab residence, and have a verified job offer from an authorised overseas employer. Skilled, semi-skilled and unskilled workers and professionals are all eligible, men and women alike. Without a genuine job offer in hand, no other qualification helps.
The four conditions
-
Step 1
Age: 18 years or above. No upper age limit has been published.
-
Step 2
Identity: a valid computerised CNIC.
-
Step 3
Residence: Punjab. The scheme is funded by the Punjab government for Punjab residents.
-
Step 4 · Final step
Job offer: a verified offer from an authorised overseas employer, which is the condition that decides most applications.
Which workers the scheme is for
The Parwaaz Card covers skilled, semi-skilled and unskilled workers as well as professionals, with officials naming construction, retail, caregiving and healthcare, hospitality, logistics and manufacturing among the sectors in demand. The scheme is built around the cost of departure rather than the applicant's trade, so a mason and a nurse apply through the same process.
| Worker type | Examples | Usual extra requirement |
|---|---|---|
| Skilled trades | Electrician, welder, mason, plumber, driver | Skill verification test certificate |
| Healthcare and care work | Nurse, caregiver, attendant | Professional registration or qualification documents |
| Hospitality and retail | Cook, waiter, storekeeper | Experience evidence where the employer asks |
| Unskilled labour | Helper, cleaner, farm worker | Medical fitness certificate |
What "verified job offer" means
An offer that the system can check: issued by a real employer through a licensed channel, with the paperwork the Protectorate of Emigrants will accept. A WhatsApp message promising a visa is not an offer, and neither is a photocopied letter from an agent with no licence.
Conditions reported but not officially confirmed
| Reported condition | Where it comes from | How to treat it |
|---|---|---|
| A salary ceiling on the job offer (one guide mentions under SAR 5,000 a month) | Secondary websites, not official releases | Ask the portal or a licensed promoter before assuming you are excluded |
| Loan released in two parts against receipts | Secondary websites | Confirm with the Bank of Punjab |
| Priority for particular districts | Not in any official source we found | Ignore until published |
Who is not eligible
- Anyone without a verified overseas job offer
- Applicants under 18
- Residents of other provinces
- People seeking money to search for work, or for a visit or study visa
- Anyone whose "offer" comes from an unlicensed agent
If you do not have an offer yet
Register with licensed overseas employment promoters, who are themselves registered on the scheme's portal, and check vacancies through the Bureau of Emigration's channels. Keep your skill certificates and medical records current, because the loan application needs them later. Then come back to this scheme once an offer is in writing.
Common questions
Does my CNIC need a Punjab address?
Punjab residence is the requirement, and the CNIC is how it is checked. Ask the portal if your CNIC address and current residence differ.
Can two people from one family apply?
Nothing published forbids it. Each applicant needs their own offer and their own application.
Does the scheme guarantee a job?
No. It funds the cost of taking a job you have already secured.
Is there any fee to check eligibility?
No. Checking and applying are free.
