9771 SMS Registration: Format, Codes and Examples
To register for the PM Fuel Relief Scheme, send one SMS to 9771 in this format: REG, your 13-digit CNIC, your vehicle plate number, the province code and the vehicle registration date (DDMMYYYY), separated by single spaces. Send it from a SIM registered on the same CNIC. Registration is free and one-time; after the confirmation SMS, you request fuel tokens by sending TOK to 9771.
What you need before sending the 9771 registration SMS
The 9771 registration for the Rs100 petrol subsidy needs exactly four details, which Prime Minister Shehbaz Sharif confirmed on 14 September 2026 are the only information required.
| Detail | Where to find it | How to type it |
|---|---|---|
| CNIC number | Front of your CNIC | 13 digits, no dashes: 3520212345678 |
| Vehicle plate number | Number plate / registration book | Letters and numbers together, no spaces or dashes: LEA1234 |
| Province code | Province or region where the vehicle was registered | One letter (see table below) |
| Registration date | Registration book or smart card | DDMMYYYY: 15032019 |
Lost the registration book? You can still get the plate number and registration date online; see how to find your vehicle registration details (Punjab owners can download an e-registration card).
You also need a mobile SIM registered in your own name. The system matches the CNIC in your message with the CNIC the SIM is issued against, so a SIM in a parent's, spouse's or friend's name will fail.

The REG message for the PM Fuel Relief Scheme puts five parts in a fixed order, each separated by one space:

|---|---|
| Punjab | P |

| Khyber Pakhtunkhwa | K |
| Balochistan | B |
| Islamabad Capital Territory | I |

Step-by-step: sending the registration SMS
-
Step 1
Open the messages app on the phone whose SIM is registered on your CNIC.
-
Step 2
Start a new message to 9771.
-
Step 3
Type
REG, a space, your CNIC, a space, your plate, a space, the province code, a space, and the date. -
Step 4
Read it once against your CNIC and registration book. One wrong digit rejects the whole message.
-
Step 5
Send it once, then wait for the reply. Heavy traffic can delay replies; sending the same message again and again does not speed it up.
-
Step 6 · Final step
After you receive the confirmation, you are registered. You do not need to register again each month.
How the 9771 system checks your registration
Every PM Fuel Relief Scheme registration sent to 9771 passes four automated checks built by the Ministry of IT and Telecom: the CNIC must match the SIM owner in telecom records, the plate number and province code must exist in provincial excise records, the vehicle registration date must match those records, and the combined entry is cross-checked against government databases to block fraud.
This is why accuracy matters more than speed. On the first day of the Islamabad pilot, more than 600,000 SMS were received but 42,933 registrations had been approved by that afternoon, according to ProPakistani.
Does the 9771 SMS cost anything?
Sending the registration SMS to 9771 is free. Prime Minister Shehbaz Sharif ordered on 14 September 2026 that citizens should not be charged for PM Fuel Relief Scheme registration messages, after early reports of a standard SMS charge. The government has also said it never asks for a registration fee.
If any website, agent or caller asks you for money to "register" you, it is not an official channel. Read our warning on fake petrol subsidy websites to avoid.
Registering someone else's vehicle
You can help a relative type and send their message, but it must be sent from a SIM registered on their CNIC, with their CNIC in the message. For motorcycles and rickshaws bought on an open transfer letter, the rider can register without the vehicle being in their name; cars must be in the applicant's name. Details: bikes and rickshaws on an open transfer letter.
After registration: what to do next
Registration alone does not discount your petrol. Before each fill-up, send TOK to 9771 and show the token at the pump. Request your first fuel token.
