Parwaaz Card Scams and Overseas Job Fraud

There is no fee to apply for the Parwaaz Card, no agent can get an application approved, and the only official channel is parwaaz.psdf.org.pk. Anyone asking for money to register you, offering a "visa first and job later", or promising approval for a commission is defrauding you, and overseas job fraud costs Pakistani workers far more than the loan is worth.

The scams built around this scheme

What they sayThe truth
"Pay Rs5,000 and I will register you for the Parwaaz Card."Registration is free on the official portal.
"I have a contact in PSDF who approves files."Applications are verified through a digitised system; no one sells approvals.
"Send the OTP so I can complete your application."The code verifies your identity. Sharing it hands over your account.
"Take the visa now, the job will come later."A visit or umrah visa sold as work. You arrive with no employer and no protection.
"Loan approved. Pay the processing charge to release it."No such charge exists.
"Download this app to track your application."Unofficial apps harvest CNIC and banking details.

Why this scheme attracts fraud

Overseas job fraud targets the same people the Parwaaz Card is meant to help: workers who have found a job abroad and need money before they can take it. Because the scheme pays visa, medical, ticket and licensed promoter costs directly against documents, an applicant who is asked for cash in hand is being pulled outside the official process, not helped through it.

How to check an agent in five minutes

  1. Ask for the overseas employment promoter licence number and the name on it.
  2. Check it against the Bureau of Emigration and Overseas Employment's licensed promoter list.
  3. Match the office address to the licence, not the signboard.
  4. Ask for every payment to be receipted on letterhead showing the licence number.
  5. Refuse any arrangement that skips Protectorate of Emigrants registration.

Fake websites and pages

Several sites use the scheme's name with "apply online" forms that collect CNIC numbers, phone numbers and job details. The scheme's own channel is parwaaz.psdf.org.pk, and PSDF's site is psdf.org.pk. A site that is not one of those has no role in your application, whatever it looks like. Handing over your CNIC and mobile number to such a page gives away enough for SIM fraud and loan applications in your name.

If you have already paid or shared details

  1. Stop sending money and keep every receipt, message and number.
  2. If you shared an OTP or bank details, call your bank or wallet provider to block the account.
  3. Text your CNIC to PTA's 668 service to see which SIMs are registered in your name, and block any you do not recognise.
  4. Report the agent to the Bureau of Emigration and Overseas Employment, and the fraud to the FIA's cybercrime wing.
  5. Apply the proper way at parwaaz.psdf.org.pk.

Our read

The most expensive mistake is not losing the application fee you should never have paid. It is paying an unlicensed agent Rs300,000 to Rs700,000 for a job that does not exist, which is the common pattern in these cases. An interest-free loan for documented costs exists precisely so that nobody has to raise that money informally. Use the licensed route even if it feels slower.

Common questions

Can a licensed promoter charge me anything?

A licensed promoter has a legal service fee, which the loan is meant to cover, and it should be receipted. Cash with no receipt is not that.

Someone claims to work for the Bank of Punjab. How do I check?

Call the branch yourself using a number from the bank's own website, not one the caller gives you.

Is SchemesPK involved in applications?

No. We explain the process and never collect CNIC numbers or fees.
